Living in Belgium, so the answer to that is 16 for beer and wine, and 18 for spirits. But I have to say, I first drank alcohol (aka a glass of wine my mom gave me at a party),when I was 10.And I know for a fact that my cousin was drinking beer at 15 in his favorite bar so...
In short, I think the main part of it should be, supervision by the parents. Without that, you can slap whatever age you want on it, but it isn't going to stop kids from drinking.
